is that sheeps wool on the wire? if so it's rural.
If it's got the remains of a chav on it it's urban.

and chavs aren't that clever - they'd still be there with the section of tracksuit, wondering how to unhook themselves
The wire looks like it's more for protection than keeping livestock under control (as there are 3+ lenghts of it, farmers normally just use 1 on the top...)
There are also the outlines of a large gate or something similar in the top right..
All points to urban to me
